Statement from MESD Board President Denis Fama and the Trustees. Dear Parents,Guardians and Staff of the Millbrae School District:

The School Board is aware of concerns on the part of Parents, Guardians and Staff regarding the District, its operations and our Board. Issues about communication, transparency, board visibility, management, and leadership have all been expressed. We are reviewing each of these areas carefully.

The Trustees have heard the concerns and take them seriously. Individual Trustees continue to meet with parents and teachers to look for solutions, and we have received many good ideas. Please realize that no single Trustee can effect change or make decisions without the agreement of the Board. In addition, we need to follow regulations governing how and when the board meets, which slows things down. But please be assured that our Board has the best interests of our school community at heart, and will do the right things.

Perceptions about school climate impact teacher morale, student achievement, and parent satisfaction.  In a positive climate, teachers are motivated to teach and students are receptive to learning.

2013-14 State Testing Information

Dear Parents,

As you are aware, California's new student assessment system is now known as the California Assessment of Student Performance and Progress (CAASPP). The CAASPP assessment system replaces the Standardized Testing and Reporting (STAR) Program. The primary purpose of the CAASPP assessment system is to assist teachers, administrators, and pupils and their parents by promoting high-quality teaching and learning through the use of a variety of assessment approaches and item types.

Update on Smarter Balanced Field Test

Dear Parent/Guardian:


This is an exciting time for everyone in the Millbrae School District.


As you may already know, we, along with thousands of schools across California, are participating in a field test of a modern assessment system designed to help shape teaching and learning in the classroom. Known as the California Assessment of Student Performance and Progress – or CAASPP – these computer-based tests replace the STAR program.

The LCAP is the new plan that all school districts in California must submit and have approved by the Board of Education each June along with the multi-year projected budgets. The LCAP and the multi-year budgets are due to the County Office of Education for approval by June 30th. Basically, the LCAP is a plan that describes how a school district will meet the eight priorities identified by the State.

With just a few weeks left in the school year, the Millbrae Education Foundation is very close to our must-meet goal to fund music and computer education programs in our District for next year. How were last year’s donations utilized? Watch classes in action, hear about our new District programs, and find out what it takes to keep these programs going in 2014-15.

month away), music and computer classes cannot stay intact next

With September being our first month of school, it is a good time to remind all of us about the importance of safety around our schools and in our community with many of our students walking to and from school.



Effective October 14, 2014 we are changing the milk price back to $0.50

Dear Parents and Guardians of the Millbrae School District:

There are many regulations that a school district must comply with in our Food Services Program. One particular regulation that has affected our pricing is as follows:

Section 206 of the HHFKA, is codified under Title 7, Code of Federal Regulations, Section 210.14(f) of the Interim Rule. The Interim Rule:

  1. Requires School Food Authorities (SFA) to ensure that their nonprogram food revenues are equal to or greater than their nonprogram food costs. For the purpose of this provision, nonprogram food costs do not include labor or other expenses. All revenue from the sale of nonprogram foods accrues to the nonprofit school food service account of the SFA.

In accordance with the Healthy, Hunger Free Kids Act, we were required to analyze all food items sold in the Millbrae School District.  The following is part of the legislation that requires us to keep our pricing at a certain level to ensure that the snack sales are at the appropriate pricing.

We have reviewed all of our pricing for the Millbrae School District and have increased our items appropriately.  Items were increased to the nearest quarter for speed of service, and simplicity for cash handling.  This is our first price increase since 2011. 

Attached you will find the new pricing for all snack items sold at both Taylor Middle and the Elementary Schools.

Effective October 14, 2014 we are changing the milk price back to $0.50 and increasing the price of two snack items to accommodate this change.

Update on Student Assessments (California Assessment of Student Performance and Progress (CAASPP))

Dear Parent/Guardian:

The California Assessment of Student Performance and Progress, or CAASPP, which has replaced the Standardized Testing and Reporting, or STAR Program, is the new state academic testing program. CAASPP is a system intended to provide information that can be used to monitor student progress and ensure that all students leave high school ready for college and career. This year, CAASPP includes computer adaptive tests in English–language arts and mathematics as well as paper-based tests for science.

Monday, January 19th School Closed

Monday, January 19th all schools are closed in observance of Martin Luther King Day.  Schools will reopen on Tuesday, January 20th.

New Taylor Principal!

I am so pleased to announce that the Board of Trustees unanimously approved Mr. Phillip Hophan as the new Principal of Taylor Middle School effective January 5, 2015. Principal Hophan comes to Millbrae with seven years of experience as a 7-12 grade principal.

Ms. Claire Beltrami named as new Assistant Superintendent of Educational Services

Dear Millbrae Community,

On Friday July 31, during a Special Board Meeting, I am pleased to announce that our Board of Trustees approved Ms. Claire Beltrami as our new Assistant Superintendent of Educational Services.  For the past four years, Claire served as Elementary Principal of Lomita Park Elementary where she led staff in embracing new innovations with technology and curriculum that supported students in many areas.  Prior to joining the Millbrae School District, Ms. Beltrami served as Elementary Principal within the San Bruno Park School District and both classroom teacher and instructional reform facilitator within the San Francisco Unified School District. 

Transitional Kindergarten

For the 2015-16 school year, our Transitional Kindergarten classes will be held at Meadows and Lomita Park elementary schools. Program location is assigned based on your families home school.

Greetings Parents, Staff, Students and Millbrae Community,

I trust that this message finds all of you well as summer is winding down and the 2015-2016 school year is right around the corner.  It has been overwhelming to have received so many warm welcomes since transitioning to my new role as your Superintendent. I “Thank You” for that! I am honored and will forever be grateful to serve in such a wonderful community.  I have spent these past few weeks visiting with staff and various community stakeholders to gain insight on the details of our partnership in hopes of deepening the relationship to better serve our students and the community of Millbrae.   I have also been working alongside our dedicated Board of Education to review our District’s Philosophy, ensuring alignment to our District’s Local Control Accountability Plan (LCAP) Goals and Action Plans.

Millbrae School District Names New Super

Last night at the Regular Meeting of the Board of Trustees, Mr. Vahn Phayprasert was named as Superintendent of the Millbrae School District. Mr. Phayprasert will replace Ms. Linda Luna who served as superintendent for five years prior to leaving the district last month to assume duties as Superintendent of the Washington Unified School District in West Sacramento.


Smarter Balanced Assessment & CAASPP Released 2014-2015 Scores

Dear Millbrae Community,


The results of last spring's state tests (the California Assessment of Student Performance and Progress or CAASPP) were released to the public.  As you may recall, the spring 2015 CAASPP administration was a combination of online and paper-pencil assessments:  online tests in English and Math aligned to the new state standards in grades 3 through 8, and paper-based tests in science in grades 5 and 8 aligned to the old standards.  The California Department of Education's web page has the statewide, county, district, and school level reports for the spring 2015 administration. As we approach the end of September, I wanted to share some district updates.  Thank you parents, staff and community members who attended our LCAP Fair and Back to School Nights.  Your attention to our school programs will not only strengthen our home/school connection but highlights the important work that we do to educate your children.

The general registration period for the 2015-2016 school year has now concluded.

Beginning August 17, 2015, please call your home school to schedule an appointment to bring in your completed registration packet and required documents to enroll your child.  Elementary school registration is dependent upon the student’s address and classroom space availability. If there is a lack of classroom space availability, your student will be placed on a waiting list for your resident school.  In the meantime, your student will be assigned to another school in the Millbrae School District with the available classroom space.  Registration paperwork, school boundaries and school phone numbers are all available on the Registration page.

Greetings Parents, Staff, Students and Millbrae Community,

I hope this message finds of all you well!  We are smooth sailing into the month of November.  Our administration and staff are extremely focused on academic rigor as we approach the end of Trimester I (Nov. 25th).  If you are a parent of a 4-8th grade student, you should have received your child’s Smarter Balanced Individual Score Sheet by now.  We encourage you to have dialogue with your child regarding their experience and please send us any suggestions for our spring 2016 testing administration. 

Millbrae School District Implements BTSA/New Teacher Program



For the 2015-2016 school year, Millbrae has restored the position of Beginning Teacher Support and Assessment (BTSA) Support Provider.  Julie Costantino is currently serving in this role and supports nine teachers at four of our schools.  As part of her work, she provides coaching to these teachers as they work together to fulfill the BTSA requirements which include conducting a cycle of inquiry each trimester and reflecting upon their progress towards the California Standards of the Teaching Profession.  Julie also participates in monthly seminars at the San Mateo County Office of Education with Support Providers throughout the county.  These seminars are devoted to enhancing coach’s skills in supporting new teachers in the early years of their careers.  

MSD California Thursdays Gets National Attention

The Millbrae School District is participating in California Thursday program.  This is a collaboration between the Center for Ecoliteracy and participating school districts to serve healthy, freshly prepared school meals made from California-grown food.  Here in Millbrae, a new twist was added. Every California Thursday will also be lunch with the Superintendent!

Objection to Release of Student Data – Due April 1, 2016 - The California Department of Education (CDE) is currently involved in a lawsuit in which the court ordered CDE to produce confidential student information related to all students who have attended a California school since January 1, 2008.  This order may result in a release of your student’s confidential information.  To object to this release of information, parents must fill out and mail an objection form to the court no later than April 1, 2016.  The form and further information is available in both English and Spanish on the CDE’s website at: http://www.cde.ca.gov/morganhillcase

Richard  joins us with experience as a Corporate Controller, Vice President, Tax Practitioner and business owner; He has served in an advisory and direct executive in all operational, administrative, and financial roles on multiple public and private projects over the past 25 years.  Richard has obtained his Chief Business Official Certificated through the University of California, Riverside as well as served in an internship with Gilroy and Morgan Hill Unified School District.

The District learned of the arrest of one of its employees.  We take the allegations very seriously and we are cooperating with law enforcement in their investigation. The employee has been placed on administrative leave, pending further investigation. 


Millbrae School District Secures Credit Rating Upgrade; Refinances Existing Bonds to Reduce Taxpayers’ Bills

This past July, the Millbrae School District sold $8.72 million of refunding general obligation bonds, in order to generate savings for taxpayers.  The financing will closed on
August 11, 2016.

Due to historically low interest rates in the municipal bond market, combined with high investor demand for the District’s bonds, the refinancing resulted in savings greater than expected. Investor reception was further helped by a credit upgrade from Moody’s Investors Service to “Aa1”, meaning the District is just one notch below the top of the rating scale.

Annual Accounting of Developer Fees 2015-2016

Government Code Sections 66001(d) and 66006(b) require this District to make an annual accounting of the Fund.  Further, require that the annual accounting of the Fund and those findings be made available to the public no later than December 15, 2016, that this information be reviewed by this Board at its next regularly scheduled board meeting held no earlier than 15 days after they become available to the public, and that notice of the time and place of this meeting (as well as the address at which this information may be reviewed) be mailed at least 15 days prior to this meeting to anyone who has requested it.

Millbrae School District Refinances Existing Bonds to Save Taxpayers Over $1.6 Million On Thursday, October 19, the Millbrae School District refinanced existing bonds to take advantage of low interest rates in the municipal bond market.


The San Mateo County Office of Education is pleased to host the 2018 Educator Recruitment Fair.  Come and meet representatives from public school districts recruiting for PK-12 teachers, prospective teachers, substitute teachers, and certificated administrative positions throughout San Mateo County.  Workshops and information will be available on how to become a teacher and/or substitute teacher, credentialing and Induction.

Informal interviews will be held onsite so come dressed in interview attire and bring 25 copies of your current resume. All PK-12 teachers, prospective teachers, substitute teachers and certificated administrators are welcome to attend this event.
